Digby Barker, now in Command of Her Majesty's Forces in this Colony, relative to the succession to the Government in the absence etc. of Governor and Colonial Secretary.
By the Letters Patent of the 9th of April, 1877, it was provided that in the event of the death, incapacity or absence from the Colony, of the Governor, the Government should devolve on the Lieutenant-Governor, if any, and if not then on such person or persons as may be appointed to administer the Government, and in default of any such person being appointed then on the Colonial Secretary or person lawfully discharging the functions of Colonial Secretary for the time being. On the 7th of March, 1884 a Commission was addressed to the Colonial Secretary
